Qualitative Insights into the Costs and Benefits of Housing in Three Wards in Central Vietnam

This research paper examines the costs and benefits of enhancing housing resilience to typhoons in three wards of Da Nang, Vietnam, identifying barriers to safe construction and household preferences for risk reduction options.

• Typhoons are identified as the most dangerous climate hazard in Da Nang, with housing being one of the most vulnerable sectors. Damage is attributed not only to the hazards themselves but also to poor construction techniques and inappropriate housing solutions.
• Five primary barriers hinder the construction of safe housing in Da Nang: the added cost of disaster-resistant measures, limited homeowner awareness, social pressure to increase living space for larger families, insufficient financial capacity, and a lack of professional technical assistance for storm-resistant housing.
• Among three options undertaken by local households and governments to reduce typhoon risks—rebuilding homes, repairing homes, and building public shelters—rebuilding homes is the most preferred option, while public shelters are the least preferred.
