INSIDE STORY: Strengthening climate resilience - the case of Grenada

This case study examines Grenada's use of the Strategic Program for Climate Resilience (SPCR) to integrate climate resilience into poverty reduction and sustainable development, highlighting lessons on country-specific responses, comprehensive mainstreaming, and the role of multilateral finance.

• Grenada has experienced an increase in extreme weather events, including Hurricane Ivan in September 2004 and Hurricane Emily ten months later, as well as flooding, landslides, and storm surges that damaged physical infrastructure and roads.
• The Strategic Program for Climate Resilience (SPCR) in Grenada emphasizes that for Small Island Developing States (SIDS) with high vulnerability to sea-level rise and low emission reduction potential, the primary focus should be on resilience, while still addressing greenhouse gas limits via sectors like forestry.
• Effective climate resilience requires comprehensive, cross-sectoral, and participatory approaches rather than piecemeal projects. This includes involving all stakeholder groups and civil society in design and implementation to broaden the information base.
• Grenada is aligning its national efforts with regional programming, having endorsed the Implementation Plan for the Regional Framework for Achieving Development Resilient to Climate Change in early 2012 alongside other CARICOM heads of state.
• External financing for Grenada's climate initiatives has been provided by Climate Investment Funds, which supplemented domestic funds for the Disaster Vulnerability and Climate Risk Reduction Project; technical assistance from the SPCR is expected to help attract further international or private finance.
