Financing Pathways for Low Emissions and Climate Resilient Development

This research paper introduces the concept of "National Financing Pathways" (NFP) to help developing countries align climate agendas with development objectives. It explores how the interplay between national policy, institutional frameworks, and various finance sources creates a "national finance ecosystem" that determines the pace of low-emission and climate-resilient development, drawing on discussions with representatives from Chile, Colombia, and Peru.

• Transitioning the global economy to a 2°C trajectory requires a rapid change in investment patterns and a broad transformation of technology, infrastructure, and practices, which includes implementing new business and financing models.
• Developing countries face the challenge of creating national climate agendas that integrate with development goals to balance environmental, economic, and social objectives. This transition is affected by domestic capacity, institutional frameworks, the political economy, economic structure, and the perceived risk of managing change.
• The paper proposes "National Financing Pathways" (NFP) as a concept to describe the interdependencies between international, private, and public finance sources to scale investment for climate-resilient and low-emission development.
