Integrating climate change concerns into disaster management planning: The case of Gorakhpur, India

This case study describes a programme implemented by START and CDKN in Gorakhpur, India, to integrate climate change concerns into district disaster management planning. It highlights the use of the Climate Resilience Framework and a Shared Learning process to enhance the capacity of local government departments to respond to increasing flood risks.

• Gorakhpur District in Eastern Uttar Pradesh is highly flood-prone, with data from the last 100 years indicating that floods now recur every 3–4 years. Approximately 20% of the district's 4.4 million residents are affected by these floods, which cause significant loss of life, health, livelihoods, and property damage.
• District Disaster Management Plans established under India's Disaster Management Act (2005) serve as an effective tool for climate-sensitive planning. Successful integration of climate concerns requires the use of the Climate Resilience Framework and a Shared Learning process to build the capacity of district departments to plan for and respond to climate risks.
• To effectively influence development programmes across various departments, climate projections must be interpreted and presented in a manner that makes their implications clear and understandable.
