Governance of urban land markets in Zimbabwe

This report examines the governance of urban land markets in Zimbabwe, focusing on the institutional challenges, the role of various actors, and the accessibility of land and housing for the urban poor.

• The study identifies several institutional and systemic challenges in Zimbabwe's urban land markets, including the absence of a collaborative forum for the diverse range of institutional actors involved and the impact of rising poverty levels over the last decade on systems adapted from the pre-independence era.
• While planning standards have been reduced to facilitate affordable housing for the poor, the planning framework is weakened by the lack of a clear definition of who constitutes 'the poor' and a lack of procedures for their selection.
• The report concludes that future housing infrastructure development depends on private investors and financial institutions, and emphasizes the need for an affordable property rights registration system and increased partnerships between state actors, non-state actors, and civil society organisations.
