Road map - Actions for setting a green bond market in Colombia

This report outlines a road map for developing a green bond market in Colombia to support the country's transition to a green and low-carbon economy, following initial issuances by Bancolombia and Davivienda.

• Colombia is currently developing policies and strategies to transition to a green and low-carbon economy, with green growth established as a goal within the National Development Plan. A Mission for Green Growth has been created to define the necessary transformations for sustainable development in alignment with the Paris Agreement and global agendas.
• While comprehensive cost estimates for the green economy transition are unavailable because they depend on targets from the Mission for Green Growth, the country has made progress in estimating costs for its Paris Agreement domestic contributions. Innovative financial tools like green bonds are considered essential to engage the capital market and secure the large monetary investments needed for inclusive green development.
• The Colombian green bond market saw its first issuance by Bancolombia by the end of 2016, followed by an issuance from Davivienda in April 2017 using the same framework. To move beyond these initial cases and ensure sustained growth, the report argues for the implementation of tools to identify market bases and remove barriers.
• This Road Map is part of a three-document series produced by E3–Economía, Ecología y Ética, and METRIX–Finanzas, in collaboration with PwC UK and the Climate Bonds Initiative. The series, which includes "Assessment of Potentialities for a Successful Green Bond Market in Colombia" and "Theoretical Case Study for the Issuance of Green Bods", is designed to help the Colombian government and other interested entities understand and explore green bond issuances for green projects.
