The employment assessment in Chiang Mai, Thailand

This policy brief recommends that the Chiang Mai Municipality implement a two-phase Non-Motorised Transport (NMT) bicycle route project to reduce greenhouse gas emissions from the transportation sector and create local employment. Based on a GHG inventory and tourist surveys, the proposal suggests starting with a 607-meter route at Three Kings Monument Square before expanding to a 6,000-meter route around the city moat.

• A Greenhouse Gas (GHG) inventory study by the Chiang Mai Municipality (CMM) indicated that reducing emissions from the transportation sector is necessary to lower the city's overall GHG emissions. Stakeholders identified the promotion of Non-Motorised Transport (NMT) as a measure to reduce these emissions and increase income opportunities for the poor.
• Survey results from the moat and Three Kings Monument Square in Chiang Mai show that domestic and foreign tourists believe an NMT campaign would reduce GHG emissions, promote tourism, and create local jobs. Thai tourists specifically expressed a willingness to cycle if the municipality provides adequate safety and facilities.
• The policy brief recommends that the Chiang Mai municipality establish a bicycle route connecting hotels in the Three Kings Monument Square and other major tourist sites. The proposed implementation consists of two phases: a first phase covering approximately 607 meters along the road in Three Kings Monument Square, and a second phase extending approximately 6,000 meters around the Chiang Mai moat.
