Inside story: Assessing carbon and water footprints in Andean cities

This case study describes a project to assess the carbon and water footprints of the capital cities of Bolivia, Ecuador, and Peru to support urban planning and climate compatible development.

• The calculation of city-wide carbon and water footprints served as a tool for decision-making in urban management and planning, leading to the creation of policies, projects, and action plans across the three participating cities.
• Successful urban climate compatible development depends on an enabling institutional environment at the municipal level, innovative financing, high-level political will, and the presence of 'champions' within municipal governments.
• Building momentum for climate compatible development required buy-in from key stakeholders across the public, industrial, commercial, residential, and transport sectors.
• Planning and measurement efforts regarding carbon and water footprints risk stalling if they do not transition into a project implementation phase. Consequently, local governments are seeking to institutionalize footprint processes and secure technology, financing, and partnerships.
