Executive Vice President Mavis Owusu-Gyamfi Remarks at Heads of State and Government Dialogue on Global Financial Architecture Reforms

Remarks by Mavis Owusu-Gyamfi of the African Center for Economic Transformation regarding the need for Africa to strategically position itself within the reform of the global financial architecture to support economic transformation and green industrialization.

• The current global financial system, established in the 1940s, is being reconsidered to better address modern complexities. Africa is advocating for specific reforms including a fairer debt framework, more inclusive global tax systems, increased concessional finance, and more climate finance and investment to support a green industrialization path.
• While international financial institutions like the IMF and World Bank are critical, they cannot alone provide the resources required for Agenda 2063. African multilateral financial institutions, such as AfreximBank, AFC, and the AfDB—which recently introduced subordinated hybrid capital notes—are described as essential to the continent's economic transformation.
• The African Center for Economic Transformation is collaborating with 22 other African Policy Institutes, the African Union Commission, and UNECA to provide analysis and advice to regional institutions and national governments on Africa's agenda for Global Financial Architecture Reform.
