The Fourth Industrial Revolution: Will Africa be Ready?

This policy brief by the African Center for Economic Transformation examines Africa's readiness for the Fourth Industrial Revolution (4IR), emphasizing the urgent need to equip its rapidly growing youth population with STEM and ICT skills to avoid economic instability and harness a potential demographic dividend.

• Africa faces a significant demographic challenge and opportunity, with a working-age population that could reach 600 million by 2030, of which youth will comprise 37 percent. However, the region is currently unprepared for the Fourth Industrial Revolution (4IR), which includes artificial intelligence, robotics, 3-D printing, and the internet-of-things (IoT).
• Sub-Saharan Africa (SSA) suffers from severe workforce quality gaps and a mismatch between education and employer needs. Less than one-third of adults have completed primary school, and only 35 percent of children who enroll in lower secondary school complete it. There is a critical shortage of proficiency in reading, mathematics, and STEM subjects.
• The region experiences a severe job deficit, with only three million formal jobs created annually for the 10-12 million youth entering the SSA workforce each year. To address this, SSA needs to create approximately 20 million jobs per year until 2035, which is double the rate of the previous five years.
• Economic transformation should prioritize agro-processing as the most accessible path to industrialization due to available land and low-wage labor. While automation may quickly impact electronics and automobiles, the services sector is the fastest-growing for job creation and could grow by 3.8 percent annually until 2030 if modernized through ICT.
• To unlock economic potential, the document advocates for systemic educational reform, including increasing STEM participation to meet the African Union Agenda 2063 target of 70 percent of high-school graduates entering tertiary education (with 70 percent of those in science and technology), compared to the current SSA average of 8 percent.
