EU considers replacing Russian LNG with US LNG

A briefing by Zero Carbon Analytics analyzing the feasibility and necessity of the European Union increasing US LNG imports to replace Russian gas, concluding that existing and under-construction US capacity is already sufficient to meet this goal without further approvals.

• European Commission President Ursula von der Leyen has proposed replacing Russian LNG imports with additional supplies from the US, a move viewed as a potential bargaining tool to mitigate US tariffs and address trade deficits following Donald Trump's re-election.
• Current US LNG capacity under construction is more than four times the volume of Russian LNG imported by the EU in 2024. Specifically, at least 73 bcm of capacity is under construction, compared to an estimated 17.1 bcm of Russian LNG imports in 2024.
• Two US projects that began operating in December 2024—Plaquemines LNG and an expansion of the Corpus Christi LNG terminal—have a combined capacity of 27.1 bcm, which is 58% more than the EU's 2024 Russian LNG imports.
• EU gas demand is declining and is projected to drop by 29% from 2024 levels by 2030 and 67% by 2040. Consequently, gas supply from existing contracts and producing projects in Algeria, Norway, and the EU is expected to exceed demand by 2035.
• Because of the forecast gas supply glut by 2035, any new gas contracts signed now that extend beyond that date would be surplus to the EU's requirements.
