WWF SOUTH AFRICA STRATEGY 2030
Summary
This document outlines Impact Goal 3 of the WWF South Africa Strategy 2030, which focuses on mobilising new scales of finance to support people and nature. It identifies a significant global biodiversity finance gap and proposes three pathways: scaling up land and seascape finance opportunities, increasing private investment in bankable nature solutions, and improving financial inclusion for small, medium and micro-enterprises (SMMEs) and local community enterprises.
Key insights
- There is a global biodiversity finance gap exceeding US$700 billion. In South Africa, while the exact figure is unclear, initial estimates suggest that existing budgets would need to be doubled at a minimum. Due to weak economic growth and social pressures on the government's fiscus, significant increases in government environmental spending are considered unlikely over the next five years.
- WWF aims to create and scale land and seascape finance opportunities using mechanisms such as carbon finance, nature bonds, biodiversity offset banking, and infrastructure financing for ecosystem services. This includes the Project Finance for Permanence (PFP) model, developed by the Enduring Earth Partnership, which uses international donor funds for a transition fund while establishing long-term in-country finance streams.
- To increase private investment, WWF will identify and derisk 'Bankable nature solutions' (BNS)—financially viable projects supporting sustainable economies and climate-resilient landscapes. This will be done through technical assistance and mechanisms like the Green Outcomes Fund (GOF) and the Dutch Fund for Climate and Development (DFCD), alongside the development of green and blue loans.
- WWF seeks to improve financial inclusion for small, medium and micro-enterprises (SMMEs) and local community enterprises that cannot access large finance mechanisms due to small needs or lack of credit worthiness. Proposed solutions include improving financial literacy, enhancing informal finance mechanisms, and lowering barriers to formal financial products.
