Practitioners’ Workshop on Intended Nationally Determined Mitigation Contributions

• There is a significant risk that countries will develop mitigation pledges based on internal national considerations and subsequently select a definition of equity that justifies those specific levels, which would likely prevent the 2 degrees C target from being achieved.
• Countries often develop INDCs based on national factors such as abatement potential, implementation feasibility, and political considerations, creating a challenge in reconciling these with global concepts of equity and temperature targets.
• Political cultures vary regarding target commitments; for example, the U.S. Administration typically requires a clear implementation plan before committing to a target, whereas other parties may propose targets without an existing clear pathway.
• To facilitate transparent comparison and assessment of whether collective contributions are on track for the 2 degrees C target, a proposed minimum list of 15 reporting items for mitigation INDCs was developed, covering aspects such as base years, target years, sector coverage, and the use of international market mechanisms.
