Draft list of detailed upfront information for consultation

The World Resources Institute (WRI) produced this draft list to provide detailed guidance on the types of upfront information Parties may include when submitting their intended nationally determined contributions (INDCs) to enhance transparency, as referenced in paragraph 14 of the Lima Call for Climate Action.

• The document outlines six primary categories of quantifiable information that Parties can provide to facilitate clarity and transparency in their INDCs: reference points, implementation time frames, scope and coverage, planning processes, methodological assumptions, and justifications for fairness and ambition.
• Regarding methodological approaches, the guide suggests detailing inventory methodologies, GWP values, and specific rules for international market mechanisms, such as the quantity of transferable emissions units and methods to avoid double counting.
• For the land sector, the document recommends specifying the treatment of the sector (e.g., whether it is in the target boundary or used as an offset), the coverage of land-use activities, and the accounting approach relative to a base year or baseline scenario.
• The guide provides a framework for Parties to demonstrate the fairness and ambition of their contributions by comparing them against indicators such as historical emissions responsibility, GDP per capita, vulnerability to climate change, and projected business-as-usual emissions.
• The document suggests that developing countries may include information regarding additional mitigation actions that could be achieved if other sources of finance are provided.
