COMMENTS OF PJM CITIES & COMMUNITIES COALITION IN RESPONSE TO NOTICE OF VIRTUAL LISTENING SESSIONS AND A PUBLIC COMMENT PERIOD

The PJM Cities and Communities Coalition (PJMCCC) submitted comments to the Federal Energy Regulatory Commission (FERC) regarding the establishment of the Office of Public Participation (OPP). The coalition advocates for the unique role of cities as stakeholders and urges FERC to prioritize resources for environmental justice groups, frontline communities, and tribal organizations to ensure equitable energy market outcomes.

• The PJM Cities and Communities Coalition (PJMCCC) is a formal group of local governments and communities aiming to drive decarbonization within the PJM Interconnection wholesale electricity market. Its members represent over 9% of the population in the PJM territory and include cities such as Alexandria, VA; Charlottesville, VA; Cincinnati, OH; Chicago, IL; Newark, NJ; Philadelphia, PA; Pittsburgh, PA; Richmond, VA and Washington, DC.
• PJMCCC identifies cities as unique stakeholders for FERC and the OPP because they act as both large energy consumers pushing for decarbonization and representatives of their residents' interests. The coalition suggests that the OPP should partner with cities to reach underrepresented communities and amplify messaging through existing local networks.
• The coalition recommends that the OPP prioritize the distribution of funds, resources, and decision-making power to tribal organizations, frontline communities, and environmental justice groups. This is intended to address the disproportionate impact of high energy burdens and health issues caused by fossil fuel-burning power plants on Black, Indigenous, and people of color (BIPOC).
• PJMCCC encourages FERC to expand public participation at the wholesale market level by sharing the outcomes of these proceedings with Regional Transmission Organizations (RTOs) and Independent System Operators (ISOs), noting that two-thirds of electricity consumers live in regions under their jurisdiction.
