China Energy Efficiency Financing

This fact sheet describes the China Energy Efficiency Financing project by the World Resources Institute (WRI), which aims to overcome financing barriers for energy efficiency (EE) projects in China's industrial sector. The project focuses on building industrial capacity to identify financeable projects and implementing a portfolio-based financing model, starting in Shanghai, to help the country meet its carbon and energy intensity reduction goals.

• Industrial energy use accounts for 70% of total energy consumption in China, making the industrial sector critical for achieving national carbon and energy intensity targets.
• Industrial companies beyond the top 1,000 energy users face significant barriers to energy efficiency, specifically a lack of internal capacity to identify financeable projects and difficulty securing external financing on reasonable terms.
• WRI is collaborating with Shanghai Jiao Tong University (SJTU) to implement a model that bundles energy efficiency projects into a portfolio to facilitate financing in Shanghai. This addresses a gap where projects identified through SJTU's audits of over 30 companies remained unimplemented due to lack of funding.
• The project aims to improve the ability of industries to work with financiers and energy services companies (ESCOs), while identifying government policy support mechanisms and providing guidance for lenders and borrowers.
• Following the initial phase in Shanghai, WRI intends to expand and replicate the portfolio-based financing model in one or two additional Chinese provinces.
