Building Capacity for the Paris Agreement’s Enhanced Transparency Framework

This working paper from the Project for Advancing Climate Transparency examines the enhanced transparency framework of the Paris Agreement, focusing on the capacity-building support required for developing countries to meet more stringent reporting requirements.

• The Paris Agreement's enhanced transparency framework introduces more rigorous requirements for developing countries, many of whom previously struggled with pre-Paris Agreement transparency obligations and now require capacity-building support to comply.
• Capacity-building efforts for the transparency framework should not be initiated from the beginning but should instead utilize and learn from the existing history of capacity building and transparency under the UNFCCC.
• The paper utilizes 13 case studies to identify six key lessons for developing transparency capacity and maps international initiatives and UNFCCC bodies that can support these efforts to ensure they are more sustainable, integrated, and effective than previous attempts.
