Assessing low-carbon strategies of local governments through the lens of climate policy coverage

This research paper introduces the City Climate Policy Assessment Framework, a tool designed to evaluate the comprehensiveness of climate policies across 12 cities in China and internationally across seven key sectors.

• The City Climate Policy Assessment Framework, inspired by the American Council for an Energy-Efficient Economy’s City Clean Energy Scorecard, evaluates climate policies in 12 cities across seven specific areas: building policy, transportation policy, energy and water utilities, waste management, local government operations, green finance, and community-wide initiatives.
• Analysis of the sample cities reveals that while policies are comprehensive regarding energy and water utilities and local government operations, there are notable deficiencies in transportation policy, building policy, and community-wide initiatives.
• Although national and provincial policies are primary drivers, many cities implement stricter standards, independent codes, and more ambitious goals than required at the national level. To improve, cities must address funding gaps through climate investment funds, tax incentives, and subsidies, while improving data disclosure and aligning sectoral goals with overall objectives.
