Race to the Top: Driving Ambition in a 2015 Climate Agreement

The ACT 2015 consortium proposes five key ingredients for a successful 2015 global climate agreement: a clear long-term goal (including net zero by 2050), a commitment to non-regression of national targets, a five-year cycle for strengthening commitments, the integration of independent expert analysis, and a transparent progress assessment mechanism.

• To provide a clearer signal for decision-making than the 2 degrees C target, the agreement should include a complementary goal of reaching net zero greenhouse gas emissions by 2050.
• The agreement must ensure that national commitments to reduce emissions or transition to a clean economy are strengthened over time without any roll-backs or weakening.
• A cycle of at least every five years is recommended for countries to strengthen their emissions-reduction commitments to remain aligned with the needs of business, politicians, and the public.
• The framework should incorporate independent expert opinions to provide transparency and ideas on emissions reduction and the gap remaining to reach the phase-out of greenhouse gas emissions.
• A successful agreement requires a straightforward process for assessing national progress and providing support to countries that are not meeting their targets.
