Emissions Reductions Under The Waxman-Markey Discussion Draft: 2005-2050

The analysis evaluates three scenarios for GHG emission reductions under the Waxman-Markey Discussion Draft, ranging from basic pollution caps to the inclusion of complementary requirements and additional offsets, with potential reductions reaching 83 percent below 2005 levels by 2050.

• Under a scenario considering additional potential reductions, such as the 1.25 offset requirement and supplemental reductions beyond 2025, the WM-DD could achieve maximum reductions of up to 38 percent below 2005 levels by 2020 and up to 83 percent below 2005 levels by 2050, depending on the quantity of offsets used.
