Emissions Reductions Under The Waxman-Markey Discussion Draft: 2005-2050

This fact sheet assesses potential greenhouse gas (GHG) emission reductions resulting from the Waxman-Markey Discussion Draft (WM-DD) released on March 31, 2009, across three different scenarios ranging from basic pollution caps to the inclusion of all complementary requirements and additional potential reductions.

• The pollution caps proposed in the Waxman-Markey Discussion Draft (WM-DD) are estimated to reduce total greenhouse gas (GHG) emissions by 17 percent below 2005 levels by 2020 and by 73 percent below 2005 levels by 2050.
• If all complementary requirements of the WM-DD are implemented alongside the caps, GHG emissions reductions would increase to 31 percent below 2005 levels by 2020 and 76 percent below 2005 levels by 2050.
• Including additional potential emission reductions, such as the 1.25 offset requirement and supplemental reductions beyond 2025, could lead to maximum GHG reductions of up to 38 percent below 2005 levels by 2020 and up to 83 percent below 2005 levels by 2050, depending on the quantity of offsets used.
