Measurement, Reporting, and Verification for Novel Carbon Dioxide Removal in US Federal Policy

This research paper analyzes the current state of measurement, reporting, and verification (MRV) for novel carbon dioxide removal (CDR) within U.S. federal policy, arguing that existing requirements are inconsistent and recommending the establishment of a centralized federal MRV function based on seven guiding principles.

• Current U.S. federal policies supporting carbon dioxide removal (CDR) include some measurement, reporting, and verification (MRV) requirements, but these are neither comprehensive nor consistent across different policies.
• The authors propose that the U.S. government establish a federal MRV function to set standards across policies, which would help avoid the proliferation and inconsistency of quantification standards seen in the voluntary carbon market (VCM) and build public trust in the CDR industry.
• MRV is identified as a critical near-term requirement for ensuring transparency and accountability of carbon removal claims, and a long-term requirement for integrating CDR activities into national inventories to track progress toward nationally determined contributions (NDCs).
