Designing the Enhanced Transparency Framework, Part 2: Review Under the Paris Agreement

This working paper by the Project for Advancing Climate Transparency (PACT) consortium analyzes the technical expert review and facilitative, multilateral consideration of progress within the Paris Agreement's enhanced transparency framework. It evaluates 20 years of review processes to propose options for more sustainable, cost-effective, and clear procedures that support climate ambition and implementation while maintaining flexibility for developing countries.

• While the existing review process provides a strong foundation, it is currently hindered by inefficiencies, delays, and unclear guidance, issues that may worsen as the volume and frequency of reviews increase.
• The paper analyzes two decades of review experiences both inside and outside the UNFCCC to suggest adjustments to existing procedures or the introduction of new approaches to create a more robust regime that supports compliance and increased ambition.
