Unlocking public finance for clean energy investment through integrated planning and budgeting in Makueni County, Kenya

The research examines Makueni County's planning processes to demonstrate how integrating energy planning into development budgets can overcome fragmented approaches that currently hinder the deployment of renewable energy infrastructure for essential services. It identifies five primary barriers to this integration—including capacity gaps, data limitations, and poor coordination—and proposes a framework to align county and national government plans to achieve universal energy access.

• Fragmented planning and budgeting processes in Makueni County negatively impact multiple sectors, leading to agricultural processing facilities lacking power, health facilities lacking reliable electricity for medical devices, and water systems remaining dependent on expensive diesel generators.
• The research identifies five main barriers to implementing integrated planning and budgeting: capacity gaps across departments, limited access to data and evidence, poor coordination between county departments and the national government, competition for resources between sectors, and a failure to recognize energy as a development enabler.
• To mainstream integrated planning, the paper recommends strengthening planner capacity, increasing the use of evidence, aligning county and national government budgets, integrating the County Energy Plan into the County Integrated Development Plan, and adopting a guiding framework for budgeting.
