Good Governance for Long-Term Low-Emissions Development Strategies

This research paper examines the governance and institutional arrangements necessary to support long-term, low-emissions development strategies (LTSs) to bridge the gap between current decisions and long-term climate goals.

• Current climate pledges, including nationally determined contributions (NDCs) and low-emissions development strategies (LEDS), are not enough to limit global warming to 1.5°C or well below 2°C, making current decision-making critical to meeting these goals.
• The paper provides a checklist of key questions for national policymakers and planning officials to use when developing long-term strategies (LTSs). These questions cover the initiation of the process, institutional arrangements, international cooperation, and communication and review procedures to help identify gaps and strengthen governance.
• Analysis of various country experiences indicates that while there are commonalities, there are also diverse governance and institutional arrangements used for the development and implementation of long-term climate and development planning.
