Climate Change Considerations of Energy Pipelines of the World Bank, IFC, ADB and IDB

The report finds that Multilateral Development Banks (MDBs) have generally failed to systematically integrate climate change issues into energy sector financing, with over 60 percent of such funding over a five-year period ignoring climate change entirely.

• Multilateral Development Banks have not shown a clear trend toward systematically including climate change issues in their activities, with more than 60 percent of energy sector financing over the last five years failing to consider climate change.
• World Bank energy sector lending showed limited climate integration, with nearly 50 percent of lending in 2007 making no mention of climate change and less than 30 percent of financing over the subsequent three years comprehensively integrating these considerations.
• The ADB and IDB also show significant gaps in climate integration: while 60 percent of ADB's energy portfolio integrated climate criteria in 2007, over 60 percent of its lending in 2005 and 2006 ignored it; meanwhile, over 60 percent of IDB's 2007 energy lending ignored climate change, and less than 10 percent of its financing over the last three years integrated it.
