Climate Change Considerations of Energy Pipelines of the World Bank, IFC, ADB and IDB

An analysis of energy sector financing by major Multilateral Development Banks (MDBs), finding that a majority of funding has failed to systematically incorporate climate change considerations.

• Over the last five years, more than 60 percent of energy sector financing from Multilateral Development Banks (MDBs) did not account for climate change, and there is no clear trend toward systematic integration of these issues.
• World Bank energy lending showed a lack of climate integration, with nearly 50 percent of lending in 2007 making no mention of climate change and less than 30 percent of financing over the subsequent three years comprehensively integrating these considerations.
• The Asian Development Bank (ADB) and Inter-American Development Bank (IDB) also showed significant gaps in climate considerations: the ADB had over 60 percent of lending ignore climate change in 2005 and 2006, while the IDB had over 60 percent of energy lending ignore it in 2007 and less than 10 percent of financing integrate it over the following three years.
