Investing in Results

This working paper argues for better coordination of REDD+ financing to avoid fragmented, donor-driven approaches that may overwhelm national institutions in developing countries. It recommends shifting focus toward national capacity building and developing broader performance metrics beyond emission reductions to ensure the sustainability of international climate agreements.

• The paper recommends three primary improvements for REDD+ financing: enhancing the quality and coordination of bilateral and multilateral support to better meet country demands; prioritizing sustained investments in national and subnational capacity to drive demand and coordination; and creating performance metrics and monitoring systems that measure more than just emission reductions to support policy implementation and capacity building.
• Between 2010 and 2012, developed countries pledged roughly US$4.5 billion for REDD+ to assist developing countries with planning, implementation, and capacity building, intended as interim actions to build trust and learning for a future international agreement.
• Current REDD+ financing is characterized by ad hoc, fragmented, and donor-driven allocation decisions. Because finance has been concentrated in a small number of countries, there is a risk that multiple donors could overwhelm national institutional capacity, cause conflicting or duplicative investments, and hinder the integration of REDD+ into national planning.
