What it takes to deliver ocean commitments in national climate plans

This Expert Note by the World Resources Institute analyzes the enabling conditions required for countries to implement ocean-based climate actions within their nationally determined contributions (NDCs), based on trends in updated NDCs and 358 implementation support requests from 59 countries submitted via the NDC Partnership between 2017 and 2026.

• Ocean-based climate action is widely integrated into national planning, with 90 percent of updated NDCs from coastal and island nations containing at least one ocean-related commitment. However, implementation is hindered by underdeveloped financing arrangements, institutional capacity, technology and data systems, and ocean sector governance and regulation.
• Implementation readiness for ocean-climate priorities relies on technical capacity to create deliverable and investable climate action, as well as strong institutional coordination, governance, and monitoring and data systems. The primary obstacle to mobilizing finance is frequently the lack of these enabling conditions rather than a shortage of available capital.
