Brazil’s 2050 Climate Neutrality Goal is an Important Gesture, but it Contradicts Climate Actions from the Administration

A statement from WRI Brasil analyzing President Jair Bolsonaro's climate commitments made during the Leaders Summit on Climate, noting a contradiction between the announced goals and the administration's actual environmental actions.

• President Jair Bolsonaro announced that Brazil will advance its target for reaching climate neutrality to 2050, moving it up from the previous goal of 2060. WRI Brasil notes that this goal must be formalized in an updated NDC submitted to the UNFCCC and should not be conditional on external support.
• While Brazil reaffirmed its NDC targets to reduce GHG emissions by 37% by 2025 and 43% by 2030 compared to 2005 levels, WRI Brasil argues these are less ambitious in absolute terms due to a base year emissions adjustment. This adjustment increases the expected 2030 emissions by 400 MtCO2e; to maintain the original 2015 ambition level, the reduction target would need to be 57% instead of 43%.
• The Brazilian administration committed to ending illegal deforestation by 2030 and increasing funds for law enforcement. However, WRI Brasil points out that zero illegal deforestation was removed from the NDC submitted in December 2020, and no executive order has been signed to increase financial resources for Command and Control measures despite the President's claims.
• President Bolsonaro outlined several measures to achieve emissions reductions, including the full implementation of the Forest Code, investments in bioeconomy and land governance, and the use of carbon markets and payments for ecosystem services.
