A Review of Intergovernmental Cooperation on the Mitigation of Climate Change

The report examines over 90 intergovernmental climate initiatives, finding a fragmented landscape dominated by developed countries and focused primarily on knowledge sharing rather than policy adoption. While cooperation exists across all sectors, particularly energy supply, most initiatives lack the breadth of country participation needed to cover significant sectoral emissions and often lack transparency arrangements.

• The landscape of intergovernmental climate cooperation is fragmented and lacks consistency in objectives, with developed countries dominating participation while emerging economies are not always engaged in areas most critical to their emissions.
• Most climate initiatives (67 percent) focus on sharing knowledge, with very few targeting the achievement of country-level targets or the adoption of specific policies.
• While nearly all governments participate in at least one initiative, very few of these initiatives include a group of countries that represent a significant portion of the relevant sectoral emissions.
• Sectoral cooperation varies significantly: energy supply is the most prominent area, transport initiatives focus almost exclusively on zero emission vehicles (ZEVs), and there are few initiatives targeting direct emissions from the buildings sector.
• Operational infrastructure for these initiatives is generally robust, but there is a significant lack of transparency arrangements across many of the analyzed projects.
