Emission Reductions Under H.R. 2454, the American Clean Energy and Security Act, 2005-2050

This analysis assesses greenhouse gas (GHG) emission reductions under Title III of the American Clean Energy and Security Act (ACESA), comparing three scenarios based on pollution caps, complementary requirements, and additional potential reductions against 2005 levels.

• The pollution caps proposed in the ACESA are estimated to reduce total GHG emissions by 15 percent below 2005 levels by 2020 and 73 percent below 2005 levels by 2050. This 2020 reduction is lower than the 17 percent reduction from 2005 levels that would have been achieved by the Waxman Markey Discussion Draft.
• Including all complementary requirements of the ACESA alongside the caps would increase GHG emission reductions to 28 percent below 2005 levels by 2020 and 75 percent below 2005 levels by 2050.
• Maximum potential reductions under the ACESA, accounting for additional factors such as international offsets and supplemental reductions beyond 2025, could reach up to 33 percent below 2005 levels by 2020 and up to 81 percent below 2005 levels by 2050, depending on the volume of international offsets used.
