A Tool for Designing a Policy Package to Achieve Indonesia’s Climate Targets

This technical note describes the Indonesia Energy Policy Simulator (EPS), a System Dynamics computer model designed to help policymakers estimate the impacts of policy packages to meet national climate targets.

• Indonesia has established targets to reduce greenhouse gas emissions by 29 percent relative to a business-as-usual case by 2030, with a potential increase to 41 percent if international assistance is provided.
• The Indonesia Energy Policy Simulator (EPS) is a System Dynamics computer model created to provide quantitative analysis and estimate the effects of various policy packages to help the country achieve its climate goals while addressing the needs of a growing population.
• The EPS tool was developed through a collaboration between Energy Innovation LLC, World Resources Institute Indonesia, Open Climate Network, and the Indonesia’s Institute for Essential Services Reform, based on previous model adaptations in other countries.
