New Bipartisan Infrastructure Bill Could Spur Carbon Capture, an Indispensable Climate Tool

The World Resources Institute supports the Storing CO2 and Lowering Emissions (SCALE) Act, which seeks to expand CO2 transport, storage, and utilization infrastructure in the U.S. The act aims to catalyze low-carbon product markets and could support the creation of over 61,000 jobs by 2035.

• The Storing CO2 and Lowering Emissions (SCALE) Act aims to reduce barriers to CO2 infrastructure by advancing programs for the use, transport, and storage of captured CO2. The act proposes the creation of a testing center for using captured CO2 in chemicals, fuels, materials, and other products to stimulate a market for low-carbon products, and it would allow federal funds to be provided to local and state governments for the procurement of such products.
• The SCALE Act includes provisions for financing geological storage projects and CO2 transport infrastructure, while increasing funding at the state and federal levels for the permitting of CO2 storage.
• Carbon capture, utilization and storage (CCUS) is described as an essential tool for achieving climate goals and reducing emissions, as concluded by the Intergovernmental Panel on Climate Change. The deployment of carbon capture and storage plants necessary to meet climate goals is estimated to potentially create more than 61,000 jobs in the United States by 2035.
