Powering Agrifood Systems: Review of Enabling Policies in Kenya, Uganda, and India

This working paper reviews 100 national policies, programs, and regulations in Kenya, Uganda, and India to evaluate how electricity infrastructure is integrated into agrifood systems to support mechanization, water access, and postharvest processing.

• Integrating electricity infrastructure into agrifood systems can enhance crop cultivation, value addition, and income generation, while reducing food loss during transport, storage, and processing.
• The study analyzed 100 national policies, programs, and regulations across Kenya, Uganda, and India to determine if agrifood policies budget for, mention, adopt, or integrate electricity needs, specifically regarding mechanization, water access, and the dairy, fishery, and agriculture sectors.
• To increase policy effectiveness, governments should implement time-bound mandates, interministerial coordination, financial incentives, appliance standards, public-private partnerships, and clear monitoring systems for outcomes.
