CCS Demonstration in Developing Countries

This working paper by the World Resources Institute examines the financing challenges and strategic importance of carbon dioxide capture and storage (CCS) demonstration projects in developing countries, offering recommendations to international policymakers to facilitate a transition to low-carbon economies.

• Carbon dioxide capture and storage (CCS) is identified as a critical tool for mitigating emissions from the energy supply and industrial sectors, which contribute 25.9 percent and 19.4 percent of total CO2 emissions, respectively. CCS involves capturing and transporting CO2 from point sources—such as fossil fuel power plants and steel, cement, and fertilizer factories—to be permanently trapped in deep geological formations.
• CCS is described as the only near-commercial technology capable of disassociating CO2 emissions from large-scale fossil fuel use. For developing countries, it could serve as an interim measure over the next 15–50 years, allowing for a gradual phase-out of fossil fuels without disrupting long-term national development goals.
• The deployment of CCS in Africa, Asia, and Latin America is hindered by high costs and insufficient financing. The International Energy Agency (IEA) estimates that a new average-sized coal-fired power plant capturing up to 90 percent of CO2 emissions costs US$1 billion over 10 years. Current carbon offset mechanisms and available funds are inadequate to leverage the capital market funding required for commercial-scale demonstrations in non-OECD contexts.
• The IEA CCS Roadmap suggests implementing 50 CCS projects in developing countries within the next 10 to 20 years. Accelerating these efforts in non-OECD countries is expected to reduce risk, increase efficiency, and enable 'learning-by-doing' at a lower cost than in OECD countries.
