Elements and Ideas for the 2015 Paris Agreement

This document presents the perspectives of the ACT 2015 consortium on how the 2015 Paris international climate agreement can facilitate a transition to a low-carbon, climate-resilient economy.

• The ACT 2015 consortium argues that economic growth and addressing climate change are no longer mutually exclusive choices, but are instead goals that positively reinforce each other and provide multiple benefits. This perspective is supported by findings from the Global Commission on the Economy and Climate Change, which stated that structural and technological shifts in the global economy now allow for lower carbon development alongside better economic growth, presenting a significant opportunity for investment over the next 15 years to mitigate dangerous climate change.
• The ACT 2015 consortium was established to incorporate a wide range of global stakeholders and expert regional representation into the formal negotiations for the Paris Agreement. The consortium's process included research, analysis, and dialogue with hundreds of individuals across five continents to determine the core elements of the agreement.
• While action is required at the citizen, business, city, and national levels, international cooperation via the UN Framework on Climate Change (UNFCCC) negotiations for the December 2015 Paris Agreement is considered essential. This is driven by increasing scientific evidence that climate change impacts are already affecting the poor and vulnerable and will act as a major barrier to economic and development goals.
