Mainstreaming Climate Change Considerations at the Multilateral Development Banks

This policy brief by the World Resources Institute examines the insufficient integration of climate change considerations within the World Bank Group's lending and strategies, proposing structural reforms to improve how Multilateral Development Banks (MDBs) address greenhouse gas emissions.

• The World Bank Group has failed to integrate climate change issues into a significant majority of its energy sector lending over the past five years, with more than 80 percent of project loans in that sector neglecting these considerations.
• To improve lending practices and help mobilize international financing for greenhouse gas emissions reductions, the World Resources Institute recommends that the World Bank and other MDBs adopt four specific measures: revising strategy guidelines to explicitly include climate change, creating a GHG accounting and options analysis framework, integrating this framework into key sector operations, and starting pilot projects to reduce GHG emissions with client countries.
