Ending Tropical Deforestation: Jurisdictional Approaches to REDD+ and Low Emissions Development

The jurisdictional approach (JA) is defined as a government-led, comprehensive strategy for forest and land use within legally defined territories, typically implemented at state or provincial levels. Experience from over a decade of implementation in the tropics indicates that success depends on multi-stakeholder processes, cross-sectoral policies aligned with implementation capacity, and strong political leadership.

• The jurisdictional approach (JA) is characterized as a government-led, comprehensive strategy for managing forest and land use across one or more legally defined territories, with most efforts occurring at the state and provincial levels.
• Lessons from over ten years of implementing these programs in the tropics highlight three critical success factors: the use of broad, multi-stakeholder processes; the implementation of cross-sectoral policies based on realistic assessments of government and partner capacity; and the necessity of political leadership and commitment.
