WRI Response to the State of the Union

• The World Resources Institute has identified four specific actions the Obama Administration can implement to achieve the national goal of reducing greenhouse gas emissions by 17 percent below 2005 levels by the year 2020: enacting standards for existing power plants, reducing hydrofluorocarbon emissions, addressing methane leaks from natural gas systems, and improving energy efficiency.
• While the President is encouraged to act, WRI asserts that market-based legislation to put a price on carbon would result in lower costs and greater benefits than executive action alone.
