Mapping the Linkages Between the Transparency Framework and Other Provisions of the Paris Agreement

This working paper by the Project for Advancing Climate Transparency (PACT) consortium maps the connections between the Paris Agreement's enhanced transparency framework and its other provisions to assist negotiators in developing the Agreement's 'rule book'.

• The Project for Advancing Climate Transparency (PACT) consortium produced this working paper to map linkages between the Paris Agreement's transparency framework and other provisions to improve the design of modalities, procedures and guidelines (MPGs), streamline negotiations, and prevent duplication of effort.
• The modalities, procedures, and guidelines (MPGs) for the enhanced transparency framework under Article 13 are a central part of the Paris Agreement 'rule book' intended for agreement by negotiators in 2018. This framework is designed to advance implementation, increase trust between Parties, and ensure sufficient information is provided regarding support and action.
• To be efficient, coherent, and workable, the MPGs for the enhanced transparency framework must account for the interconnected nature of other Paris Agreement provisions.
