Compact of Mayors Emissions Scenario Model

This technical note describes the methodology of a model developed by the World Resources Institute and the Compact of Mayors to estimate the collective greenhouse gas emission trajectories and impacts of participating cities.

• The model aggregates greenhouse gas (GHG) reduction targets reported by cities and estimates likely GHG reductions for cities that have joined the Compact of Mayors but have not yet formally reported their targets.
• The model generates results across various formats and timeframes for different city categories, including avoided emissions for Compact-compliant cities and business-as-usual (BAU) scenario emissions.
• A primary limitation of the model is its reliance on top-down emission-reduction targets, as it does not account for the emission-reduction potential of cities' resources, such as technology, financial capacity, or renewable energy. Future research aims to incorporate bottom-up approaches.
