Shining a Light on Electricity Governance

This report describes the objectives and outcomes of the Electricity Governance Initiative (EGI) network since 2003, focusing on its efforts to counter the risks of private interest capture in the liberalization of electricity sectors in developing countries by empowering civil society to advocate for public interest, transparency, and environmental sustainability.

• Since the 1990s, international financial institutions promoted a liberalization package for electricity sectors in developing countries consisting of unbundling generation, transmission, and distribution, privatizing those entities, and establishing independent regulators to achieve financial solvency.
• The Electricity Governance Initiative (EGI) was established in 2003 to address concerns that liberalization focused on investor environments rather than institutional capacity, stakeholder processes, or transparency, potentially allowing private interests to capture regulatory processes and marginalize public interests.
• EGI collaborates with research institutions and civil society organizations to improve decision-making regarding electricity pricing, resource mix, and investment priorities, specifically aiming to reconcile development goals with climate objectives and low-carbon growth strategies.
