Shining a Light on Electricity Governance

The Electricity Governance Initiative (EGI), established in 2003, works to counter the influence of private interests in the liberalization of electricity sectors in developing countries. By building the capacity of civil society organizations and research institutions, EGI aims to improve transparency and ensure that decision-making regarding investment, resource mix, and pricing accounts for public interests, affordability, and climate objectives.

• Since the 1990s, international financial institutions have pushed developing countries toward electricity sector liberalization, which involves unbundling generation, transmission, and distribution, privatizing these entities, and establishing independent regulators to achieve financial solvency.
• The EGI was created to address the risk of private interests capturing regulatory processes, which often prioritized investor environments over institutional capacity, stakeholder engagement, and transparency.
• EGI supports civil society and research institutions in addressing the opacity and inefficiency of policymaking, planning, and regulatory institutions to ensure electricity is clean, affordable, and accessible while reconciling development with climate goals.
