Five Components of a New Financial Agreement under the Convention

This research paper proposes five components for a new financial agreement under the UNFCCC to address technology barriers in developing countries, drawing on UNFCCC submissions and technical papers regarding mitigation investment needs.

• The UNFCCC Secretariat's August 2007 Technical Paper on Investment and Financial Flows to Address Climate Change estimated that annual mitigation investments of USD $200 to $210 billion will be necessary by 2030 to stabilize and start reducing global greenhouse gas emissions. The paper notes that while most of this investment must come from the private sector, significant additional public funding is also required.
• The World Bank and other multilateral development banks established a Clean Technology Fund to incentivize the demonstration of low carbon technologies via public and private investments linked to national plans. However, the author asserts that this fund only addresses a portion of the technology innovation chain and some of the barriers related to technology development and deployment.
