Tracking Transformative Forest Actions to Reduce Emissions

This working paper examines the data and information requirements for effectively implementing national strategies to reduce forest emissions, with a specific focus on addressing illegal logging in Peru and Indonesia. It discusses the role of measurement, reporting, and verification (MRV) within the context of REDD+ and other international climate financing frameworks.

• Forests are critical to the global carbon budget because emissions from land use change, specifically deforestation, account for approximately 12–15% of global greenhouse gas emissions, while forests simultaneously serve as a carbon sink.
• The REDD+ framework, evolving from the 2007 Bali Action Plan, emphasizes a "performance-based" or "results-based" approach, requiring countries to measure, report, and verify (MRV) their actions to mitigate emissions and improve national GHG inventories.
• Countries may need to track metrics other than direct emissions reductions to demonstrate effectiveness for three reasons: the difficulty of tracking short-term performance via emissions alone, the requirements of donor countries providing financing (grants, loans, or sales), and the need for domestic decision-makers to assess progress toward climate and linked goals.
