A Review of 25 Readiness Plan Idea Notes from the World Bank Forest Carbon Partnership Facility

This research paper evaluates the extent to which Readiness Plan Idea Notes (R-PINs) approved by the World Bank Forest Carbon Partnership Facility (FCPF) address forest governance issues to identify gaps for future readiness programs.

• The World Bank established the Forest Carbon Partnership Facility (FCPF) in 2007 to help developing countries reduce emissions from deforestation and forest degradation (REDD) through a Readiness Mechanism for capacity building and a Carbon Finance Mechanism for performance-based incentive payments.
• As of February 2009, 25 countries had approved Readiness Plan Idea Notes (R-PINs), with 11 more pending approval in March. These R-PINs allow countries to receive funding for a detailed Readiness Plan (R-Plan) focused on national reference scenarios of deforestation, monitoring systems, and national strategies for reducing deforestation and degradation.
• The paper argues that strengthening forest governance—including secure tenure, law enforcement, and community empowerment—is an essential readiness activity, as the absence of these conditions makes it difficult or unfeasible to reduce national deforestation rates and manage leakage risks.
