A Practical Framework for Aligning NDC Enhancement and COVID-19 Recovery: Detailed Forest and Agriculture Sectoral Approaches

This briefing note describes how countries can integrate climate mitigation and adaptation into COVID-19 economic recovery plans through the forest and agriculture sectors. It suggests using green stimulus packages for nature-based solutions, increasing natural capital spending, leveraging remote monitoring technology for carbon quantification, and securing indigenous land rights to slow deforestation.

• Green economic recovery packages can support the forest and agriculture sectors by investing in nature-based solutions—such as sustainable agriculture, tropical forest conservation, and restoration—or by strengthening environmental regulations. These investments can simultaneously benefit the climate, livelihoods, and food security.
• Countries can redirect funding toward the protection and restoration of the forest and agriculture sectors by increasing spending on natural capital or creating payment for ecosystem service schemes. Such investments in rural landscapes and their managing communities can provide long-term economic security and near-term prosperity.
• Technological improvements in remote monitoring allow governments to better track forest loss and restoration, while new data enables the quantification of carbon benefits from nature-based solutions. Furthermore, policies that secure or expand indigenous land rights help protect vulnerable populations and have been demonstrated to slow the loss of forests.
