Strengthening Governance of India's Appliance Efficiency Standards and Labeling Program

The document argues that India's appliance efficiency standards and labeling (S&L) program, managed by the Bureau of Energy Efficiency since 2006, has not fully realized its potential to reduce electricity demand due to low awareness and limited appliance availability. It recommends strengthening governance through increased transparency in product selection and budgeting, clearer accountability for the BEE and other agencies, broader stakeholder participation in monitoring, and enhanced institutional and technical capacity.

• Despite being operational since 2006, the S&L program has not fully achieved its potential for reducing electricity demand, as efficient appliances are reportedly unavailable in some regions and general awareness and usage remain low.
• To maximize the effectiveness of the S&L program, the author recommends that the Indian government and the Bureau of Energy Efficiency (BEE) focus on four governance areas: transparency regarding budgets and standard setting, accountability regarding agency roles, stakeholder participation in evaluation, and the strengthening of financial, technical, human, and institutional capacity.
