Strengthening Governance of India's Appliance Efficiency Standards and Labeling Program

This issue brief analyzes the governance of India's appliance efficiency standards and labeling (S&L) program, managed by the Bureau of Energy Efficiency (BEE). It identifies gaps in the program's effectiveness since its 2006 inception and proposes improvements in transparency, accountability, stakeholder participation, and institutional capacity to better mitigate growing residential electricity demand.

• The standards and labeling (S&L) program, managed by the Bureau of Energy Efficiency and operational since 2006, has not fully realized its potential to reduce electricity demand. This is evidenced by low awareness and use of efficient appliances, as well as reports that such appliances are unavailable in some parts of the country.
• To maximize the effectiveness of the S&L program, the World Resources Institute recommends that the Indian government and the Bureau of Energy Efficiency focus on four primary areas of governance: increasing transparency regarding product selection, standards, impact assessments, and budgets; improving accountability regarding the roles of the BEE and other agencies; increasing stakeholder participation in monitoring and evaluation; and strengthening the program's institutional, human, technical, and financial capacity.
