Assessing 10 Years of International Commitments to Sustainable Ocean Action: A Global Stocktake of the Our Ocean Conference

A World Resources Institute working paper assessing 10 years of the Our Ocean Conference, finding that of 2,618 commitments totaling $160 billion in pledges, 43% are completed and $133.4 billion has been mobilized, with 54% of finance targeting ocean-climate action.

• Between 2014 and 2024, the Our Ocean Conference (OOC) generated 2,618 voluntary commitments to ocean action, representing US$160 billion in pledged funds. These commitments span six primary action areas: maritime security, the sustainable blue economy, marine pollution, sustainable fisheries, marine protected areas (MPAs), and the ocean-climate nexus.
• As of January 2025, 43 percent (approximately 1,130) of commitments have been completed, 38 percent (1,005) are in progress, and 18 percent (483) have not started. Of the total pledged finance, $133.4 billion has been mobilized, consisting of $23.8 billion from completed commitments and $109.6 billion for those still under implementation. The majority of pledged finance (54 percent) is dedicated to ocean-climate action.
• The paper recommends that future Our Ocean Conferences increase engagement with academia and the private sector, expand geographic reach, and prioritize commitments that address the requirements of women, youth, Indigenous and local communities, least developed countries, and small island developing states.
