Comparison of Annual GHG Reduction Rates from 2020-2030 Based on Submitted or Reported Climate Commitments (2020 Pledges and INDCs) for Canada, EU, Japan and US

This fact sheet describes the methodology and assumptions used to estimate the average annual greenhouse gas (GHG) decarbonization rates from 2020 to 2030 for Canada, the EU-28, Japan, and the United States, based on their pre-2020 pledges and Intended Nationally Determined Contributions (INDCs).

• The analysis estimates average annual GHG emission changes (decarbonization rates) from 2020-2030 for Canada, the EU-28, Japan, and the United States. Because the treatment of the land use, land-use change, and forestry (LULUCF) sector varies across these entities, the estimates are presented both including and excluding the LULUCF sector to ensure comparability.
• The 2020 GHG reduction targets used for the estimates are a 17% reduction from 2005 levels for Canada, a 20% reduction from 1990 levels for the EU-28, a 3.8% reduction from 2005 levels for Japan, and a 17% reduction from 2005 levels for the United States.
• The 2030 GHG reduction targets used for the estimates are a 30% reduction from 2005 levels for Canada, a 40% reduction from 1990 levels for the EU-28, and a 26% reduction from 2013 levels for Japan.
• For the United States, the 2030 emissions levels are interpolated. This is based on a 2025 target of a 27% reduction from 2005 levels (the median of the range provided in the U.S. INDC) and a 2050 trajectory aiming for an 80% reduction from 2005 levels.
