Building Efficiency Accelerator Saves Energy in Colombia and Mexico

The World Resources Institute (WRI) supported Bogotá, Colombia, and Mérida, Mexico, in translating national energy-efficient building guidelines into mandatory local regulations through the Building Efficiency Accelerator (BEA) program.

• In 2018, Bogotá and Mérida became the first cities in Colombia and Mexico, respectively, to implement mandatory regulations based on national energy-efficiency guidance. These regulations aim to reduce energy and water consumption for building owners and operators, lower air pollution for residents, and create green jobs.
• WRI provided specific technical and organizational support in Mérida, Mexico, including training officials on the Greenhouse Gas Protocol, analyzing potential savings from efficiency regulations, and establishing a high-level steering committee comprising government, industry, civil society, and academia.
• In Bogotá, Colombia, WRI collaborated with the Colombia Green Building Council and the national government to advocate for and adapt an energy-efficient building code, addressing previous difficulties city officials had in translating national guidelines into local policy.
