Delivering on the U.S. Climate Commitment: A 10-Point Plan Toward A Low-Carbon Future

This working paper outlines a strategy for the United States to meet its 2025 emissions targets and achieve deeper long-term reductions through a combination of existing administrative authorities, state actions, and future Congressional legislation.

• The United States can achieve greenhouse gas emission reductions of 26 percent below 2005 levels by 2025 if the administration strengthens current policies, fully implements the Clean Power Plan, and utilizes existing authority to address remaining emission sources.
• The power sector offers the most significant potential for reductions; further strengthening the Clean Power Plan or continued declines in renewable energy costs could increase total emission reductions to 30 percent below 2005 levels by 2025. Other high-opportunity sectors include industry, natural gas systems, and HFCs used in aerosols and refrigerants.
• Long-term goals requiring deeper cuts and technological innovation depend on Congressional action. Implementing a national carbon price and economy-wide GHG-cutting measures could reduce emissions to 40-42 percent below 2005 levels by 2030 and 50-53 percent by 2040 while maintaining economic growth.
